Heated tobacco stick: nicotine content

A heated tobacco stick contains real tobacco and is heated rather than burned. It is regulated as a tobacco product in the EU, but the cigarette emission ceilings were not written for it and do not apply.

This is a reference page about what is printed on packs and what EU law caps. It is not medical advice, not a diagnosis and not a recommendation to use any product here. Nicotine is addictive and every product on this page can sustain that dependence. If you use nicotine and want to stop, a pharmacist, a doctor or your national cessation service will help you more than a table will.

Heated, not burned, and why that changes the chemistry but not the nicotine

A cigarette coal burns at several hundred degrees above the temperature at which a heated tobacco device operates. Full combustion produces the tar and carbon monoxide that define cigarette smoke; heating a compressed tobacco plug to a lower temperature produces an aerosol without that combustion chemistry. What heating does not change is the nicotine, which is present in the tobacco to begin with and vaporises readily.

The device therefore delivers nicotine by the same fast lung route as a cigarette, in a stick with a fixed amount of tobacco and a fixed session length. Published measurements of nicotine delivery place heated tobacco broadly in the same region as a cigarette. Treating it as a low-nicotine product is not supported.

Its position in EU law

Heated tobacco is a tobacco product, so the health warnings, ingredient reporting, cross-border distance-selling rules and age limits of the Tobacco Products Directive apply. The emission ceilings in Article 3, however, are drafted for cigarettes, so the 1 mg nicotine yield figure does not constrain a heated tobacco stick.

The one significant tightening the category has seen at EU level is on flavours. Heated tobacco originally sat outside the ban on characterising flavours that applies to cigarettes and roll-your-own; a 2022 amendment to the directive removed that exemption, so flavoured heated tobacco products are no longer permitted to be placed on the EU market.

A fixed unit, unlike a cigarette

One practical difference from a cigarette is that a heated stick runs for a fixed number of puffs or a fixed time set by the device, then stops. A cigarette can be smoked harder, held longer and taken further down when a smoker wants more, which is the compensation mechanism that defeats low-yield cigarettes. A heated device constrains that, so the per-unit dose varies less between users than a cigarette does.

What it is not

Heated tobacco is not nicotine replacement therapy. It is not licensed as a medicine anywhere in the EU, it carries no dosing schedule, and it has no taper plan. Manufacturers position it as an alternative for people who continue to use nicotine, which is a different claim from a cessation claim and should be read as one.

Against a cigarette

The only figure that lets any of these formats be compared is what a smoker actually absorbs: roughly 1 to 1.5 mg of nicotine per cigarette, or something in the region of 20 to 30 mg across a twenty-a-day habit. That is a measured absorbed dose, and it is not the same kind of number as the one on most packs.

This is burned or heated tobacco reaching the lung, so the speed is in the cigarette range even where the total nicotine is not. Comparisons on total alone will understate how reinforcing it is.

A content figure and an absorbed figure are different quantities. This table puts both on one page precisely so that the difference is visible.

Quitting from here

Switching device does not step the nicotine down, because the delivery is in the cigarette range and the route is the same. A licensed product with a declared milligram figure is what a taper needs.

The pattern with the most evidence behind it is the same whichever product you are stopping. A long-acting form holds the baseline so that withdrawal is not generating cravings all day, and a fast-acting form is there for the moments a craving still arrives. Cochrane reviews of nicotine replacement therapy find that using it improves the chance of stopping compared with no medication, and that combining a patch with a fast-acting form does better than either on its own. Behavioural support on top of medication does better again.

Two things are worth knowing before you start. Under-dosing is the usual failure: people choose the low strength, use it less often than the label says, and conclude that replacement does not work for them. And prescription medicines exist for tobacco dependence as well; those are a conversation with a clinician rather than a shelf decision.

National services are free and staffed by people who do this all day. In Estonia the National Institute for Health Development runs cessation counselling and publishes the current clinic and helpline list. In Finland the Stumppi service run by Filha covers the same ground. In Sweden it is Sluta-Roka-Linjen. Your pharmacy will know the local one.

Frequently asked questions

Does heated tobacco contain nicotine?

Yes. The stick is real tobacco, and heating vaporises the nicotine in it. Delivery is broadly in the range of a cigarette.

Is heated tobacco covered by the 1 mg cigarette limit?

No. The EU emission ceilings in Article 3 of the Tobacco Products Directive are written for cigarettes. Heated tobacco is regulated as a tobacco product in other respects.

Is heated tobacco a quitting aid?

It is not licensed as one anywhere in the EU. It has no dose schedule and no taper plan, unlike a replacement medicine.
