Snus (Swedish moist snuff): nicotine content
Snus cans declare nicotine per gram, not per portion, which means two cans with very different numbers on them can deliver the same dose. The conversion is a multiplication, and it is the first thing to do before comparing anything.
This is a reference page about what is printed on packs and what EU law caps. It is not medical advice, not a diagnosis and not a recommendation to use any product here. Nicotine is addictive and every product on this page can sustain that dependence. If you use nicotine and want to stop, a pharmacist, a doctor or your national cessation service will help you more than a table will.
What the number on the pack is
| Item | Figure |
|---|---|
| Category | Tobacco you do not burn |
| The declared figure | Nicotine in mg per gram of snus; portions weigh about 0.5 to 1 g |
| Legal position | Sale is prohibited across the EU except in Sweden |
| Declared as | mg of nicotine per gram |
| Portion weight | about 0.5 g slim to 1 g original |
| mg per portion | mg per gram multiplied by the portion weight |
| Time in the mouth | typically 30 to 60 minutes |
| EU sale | prohibited except in Sweden |
Per gram is not per portion
A snus can states nicotine as milligrams per gram of product. A portion pouch weighs somewhere between about 0.5 g and 1 g depending on the format: large or original portions sit near the top of that range, slim and white portions lower. The dose in one portion is the declared concentration multiplied by the portion weight.
The practical consequence is that a 1 g original portion at 8 mg per gram and a 0.5 g slim portion at 16 mg per gram both contain 8 mg of nicotine, even though one can appears to be twice the strength of the other. Comparing the printed numbers without the weights gets this exactly backwards. Mainstream products cluster in the region of 8 mg per gram, with stronger lines running considerably higher; the figure that matters is the one on the can in front of you.
Loose and portion snus behave differently
Loose snus is hand-formed into a prilla, so the dose is whatever the user rolled that time, and it can easily be larger than a factory portion. Portion snus fixes the mass. Within portions, a white or dry portion holds less moisture at the start and releases nicotine more slowly and more evenly than a traditional brown portion, which is wetted during manufacture and starts delivering immediately.
None of these differences appear in the milligrams-per-gram figure, which describes the product in the can and not the way it behaves under the lip.
Alkaline by design
Snus is pasteurised and buffered with sodium carbonate, which raises the pH. Because nicotine is a weak base, that keeps a large share of it un-ionised and available to cross the lining of the mouth. This is deliberate formulation, not a by-product: without the buffer the same nicotine would be largely ionised in saliva and poorly absorbed.
A portion is typically kept in place for thirty to sixty minutes. Plasma nicotine rises over roughly twenty to thirty minutes and is then sustained, so the curve is a plateau rather than the spike a cigarette produces. Total nicotine absorbed across a day of regular use can match or exceed a smoker, while the moment-to-moment reinforcement is weaker.
The legal map is unusual and often misreported
Article 17 of the Tobacco Products Directive requires Member States to prohibit the placing on the market of tobacco for oral use. Sweden holds an exemption negotiated as part of its 1994 accession, so snus is legal to sell there and nowhere else in the EU. Norway is not an EU member and permits it.
The definition matters as much as the ban. Tobacco for oral use is defined so as to exclude products intended to be inhaled or chewed, which is why chewing tobacco and nasal snuff remain legal in the EU while snus does not. It is also why tobacco-free nicotine pouches fall entirely outside this article: they contain no tobacco, so a prohibition on oral tobacco does not reach them.
Against a cigarette
The only figure that lets any of these formats be compared is what a smoker actually absorbs: roughly 1 to 1.5 mg of nicotine per cigarette, or something in the region of 20 to 30 mg across a twenty-a-day habit. That is a measured absorbed dose, and it is not the same kind of number as the one on most packs.
Total nicotine absorbed over a day of regular use can match or exceed a smoker, while the moment-to-moment rise is much slower. Similar totals and very different curves is the normal relationship between oral tobacco and cigarettes.
| Reference point | Figure |
|---|---|
| Nicotine absorbed from one cigarette | about 1 to 1.5 mg |
| Nicotine absorbed at twenty cigarettes a day | about 20 to 30 mg |
| EU cigarette machine yield ceiling | 1 mg per cigarette |
| Nicotine in a full EU-legal single-use vape | up to 40 mg, as a content |
| Nicotine in a full 10 ml refill bottle at 20 mg/ml | 200 mg, as a content |
| Snus (Swedish moist snuff) | mg per gram multiplied by the portion weight gives mg per portion |
Quitting from here
Licensed oral replacement products use the same buccal route, and unlike a can they come with a declared per-piece dose and a written step-down schedule. Snus users often find the gum and lozenge formats familiar for that reason.
The pattern with the most evidence behind it is the same whichever product you are stopping. A long-acting form holds the baseline so that withdrawal is not generating cravings all day, and a fast-acting form is there for the moments a craving still arrives. Cochrane reviews of nicotine replacement therapy find that using it improves the chance of stopping compared with no medication, and that combining a patch with a fast-acting form does better than either on its own. Behavioural support on top of medication does better again.
Two things are worth knowing before you start. Under-dosing is the usual failure: people choose the low strength, use it less often than the label says, and conclude that replacement does not work for them. And prescription medicines exist for tobacco dependence as well; those are a conversation with a clinician rather than a shelf decision.
National services are free and staffed by people who do this all day. In Estonia the National Institute for Health Development runs cessation counselling and publishes the current clinic and helpline list. In Finland the Stumppi service run by Filha covers the same ground. In Sweden it is Sluta-Roka-Linjen. Your pharmacy will know the local one.

Frequently asked questions
How much nicotine is in one snus portion?
Multiply the milligrams per gram printed on the can by the portion weight. A 1 g portion at 8 mg per gram holds 8 mg; a 0.5 g slim portion at the same concentration holds 4 mg.
Why is snus banned in the EU but legal in Sweden?
Article 17 of the Tobacco Products Directive requires Member States to prohibit tobacco for oral use. Sweden negotiated an exemption when it joined the EU in 1995.
Is snus stronger than a cigarette?
A portion often contains more nicotine than a smoker absorbs from one cigarette, but it is absorbed slowly through the mouth rather than in seconds through the lungs, so the experience differs even when the total is similar.
